Available data clearly suggests the economy decelerated significantly in the third quarter from the previous quarter’s peak. In August, economic activity continued to expand at a modest pace, restrained by shrinking natural gas and oil production, along with declining investment from the national government. That said, consumer spending likely continued to increase solidly in August, supported by a healthy labor market and robust credit extension. September data shows a similar pattern: While credit growth remained buoyant in the month, public investment contracted again, contributing—together with strongly rising tax revenues—to a reduction of the 12-month rolling budget deficit, which narrowed from 2.1% in August to 2.0% in September. In the political arena, in early October, opposition-controlled Congress approved a referendum to be held in early December on the government’s political and justice system reforms, a move that could strengthen popular backing of the government.
